So I have 2 saws at the moment which are acting the same. If I apply pressure or vacuum at the oil pump back into the tank, what should I expect?
What I observe so far:
oil pickup strainer alone - free flows air, both directions
oil line alone - free flows air, both directions
connect them together out of tank - free flows both directions
install in tank - no flow vacuum or pressure
one looks like an original as it has a bell shape at the tank seal and is corrugated tubing inside tank, the other is straight tubing large enough to seal the tank opening.
BTW - I have found that a plastic meat syringe is a great pressure/vacuum tool for quick checks. Picked up a 2 pack at the grocery store.

There are no check valves in either line, only in the pump itself, so what you are describing is normal.
