Looks like a "weight saver" put in the part so the metal thickness of the casting is reduced. It saves material and reduces the tendency toward casting voids and cracks due to thick sections cooling and shrinking. I am not familiar with XL-700's so there may in fact be a different reason it is there.

It looks like the same casting as the XL-800 series that had an automatic oiler...a line would run from that port in the oil tank down to the automatic oil pump.
