I believe you can install a new fuel line from the outside using needle nose pliers or medical style forceps. A wire hook can pull the fuel filter out the fuel filler hole. Remove the filter from the line and pull the old line out. Feed the new line into place being careful not to cut or puncture it and install the new filter on the end of the hose. A little oil on the line will help ease it in. It is not tough, just don't rush it or you risk damaging the new line.
Trim the end of the line that will go through the hole in the tank to a tapered point, about 1/2 to 1 inch long. That will allow you to easily push it through the hole and leave something on the other side to grab with the pliers or forceps. When you have enough pulled through, cut off the tapered part. Costs an inch of tubing, makes the job very easy.

Split the tank only if a leak cannot be fixed. There is no other reason. It's not hard but a lot of work
