How is it possible to have that much compression with the rings seized & the piston in the condition it is?

Yeah it does look pretty nasty but pretty sure the rings aren't stuck with that much compression.
I ran an old SXL for years that looked about like that. It worked fine as long as you let it up for air now and then. If you worked it through big cut after bit cut, it would let you know it.
I'd get it cleaned up and run it a bit and see how it acts.

Can't see so well in pictures but can see piston smeared over the ring, gonna pull it apart tomorrow and if cylinder looks clean I'll clean up piston and put some new rings in it

Prime example of carbon scoring...notice the thick buildup in the exhaust port, black smeared piston.
Pre-1983 model ? Appears to be a rounded handle-bar in the background.

Took it apart, rings were stuck on exhaust side, cylinder was ok, cleaned up piston and put new rings on compression is a little lower but that should change with break in
