Hi Guys! My first post but I’ve been reading what’s been written about these carbs acting up. This carb will run fuel out of the bore and will only start when cold. I have put 2 kits in it. The needle arm is set flush with the surface of the carb body and the low speed is adjusted less than a 1/4 turn out. The only kit I could find are the ones made in China. I suspect that the metering needle is not seating properly. Any ideas or experience with the same problem would be greatly appreciated! Thanks in advance for any help!

Check the nub on the diaphragm with the old one. Those china kits are, most of the time, longer. The kit should be a K10-HDC, if it is a Walbro carb and has not been changed.

Agree with Bobby, Never use the china kits, I know some guys have had good results with them, but most have had the same problem, use the walbro kit, you can find them on cheater bay for cheap & have the Dom printed on the bag, also make sure you have the gasket & diaphragm placed in the proper orientation. If you still have the old parts measure the nub & file it down to spec.

You might also think about doing the input pressure test using a blood pressure bulb or a mity/vac.
You can lots of info on-line and on this site about pressure testing walbro carbs. Leons has a good video also. If the input needle is leaking it will not hold 3-5 lbs of pressure. A pressure test can also reveal other things. A blood pressure bult and gauge can be acquired for less than $20 A Mityvac 8500 can be review, is more costly, but if you tinker very much well worth the money. I've had a mity/vac for years. i use a inline Briggs red gas filter when doing vac tests to keep small crud from being sucked inside to the check valves.
