I installed a new carb kit for the XL-1 Is there a starting position for the needle valves If you mean the position of the hi and lo jets, usually 1 turn open on each jet will get you started. Those friggin HDC carbs on those saws have been picky in my experience. You may find that it will idle better at 3/4 open on the low. I call my XL-1 Goldielocks. It’s gotta be just right.

May want to check the rest of the fuel system, from the carb back to the filter at the end of the fuel line.

There are many things to check & steps to take.Do what Stillsawing says, maybe replace the fuel line & filter if you haven't done so already. These HDC carbs can drive a saint to drink sometimes. If the fuel line & filter arer taken care of then the next step is to check the height of the metering lever & if the needle is possibly sticking. If that checks out OK,then you might have a bad check valve. Those are a bugger to replace & I'm not capable of doing it (poor eyesight). The check valve would be your last ditch effort though,so go through all the other things first.
