I have a couple saws that have stripped bolt holes I would like to repair using time serts. Specific example being the bolt holes in the case for the starter assembly on a homelite xp1020. Does anybody know what time sert kit would work for this bolt size?

Thats perfect, thank you. If using heli coils do you loctite them in place or use some means of making sure they dont back out? Thats my only worry with helicoils.

If installed correctly Helicoils should not give any problems backing out.
They are more or less spring loaded and hold in place. Need to be sure the holes are taped straight and deep enough so the screw/bolt does not get tight in the bottom threads.
Also make sure you remove the inserting tab and get it out of the hole before inserting the screw/bolt. I always like to screw in the screw/bolt before installing the component it holds on to make sure the screw goes in easy and well beyond the point it will go when parts are assembled.
If there is a lot of "meat" around the stripped hole a Time-Sert would be a better option but saying that I have used Heli-coils over the years in many applications much more stressed than the starter housing on a Homelite saw with almost no failures.
Actually at least half the screws holding the starter cover on my Super2 have Heli-Coils in them!
