I tried several different materials but found this to work the best. I took a slip sheet from a customer of mine and cut it to size and gorilla glued it in the worn area and the starter engages everytime. The slip sheet is an industrial grade plastic that is strong yet flexible. I used gorilla glue so if I need to replace It I can easily remove it.

That's certainly different. Was the cup very worn? Doesn't look it from the pictures, at least not covered with that slip sheet.
More often than not, the issues is in the mechanism that engages the cup, mostly with the friction washers getting oily &/or the pawls needing to be filed or ground.

The cup was worn a bit, I replaced the friction washers and put an edge on the ends but it still engaged intermittently.

I really need to remember to take pictures through the entire process now that I can post on HoH. I just get so "in the zone" when I start that I completely forget until I finish. I'd really like to try to do a full restore, between Leon and the others who post their pictures, I'd like to think I'm able to do it.
