I've fully stripped cleaned and reassembled my saw and still can't get it to even pop! It has 145-150 psi, spark and is getting fuel be it that it keeps flooding. I rebuilt the carb with an OEM RK23HS kit. Not sure if the "spark" is enough. I have readings from all 3 pcs. Help!
Update on saw; Weak spark! My brother in law works with electronics so he took apart all the leads cleaned and resoldered them and now my saw is working great.

Take a known good spark plug, cut off ground strap, test for spark, if no spark, not firing under compression.

Welcome to the House of Homelite.
Start with that spark test, that is always the first thing. If that is good, you may have done something wrong in the carb. The gaskets need to be correct and in the right order. The metering lever and needle need to be set right.

Yes, flooding issues can be frustrating. Could be a lack of spark or as Dan mentioned, something wrong in the carburetor.
