oh you are right, I must have forgotten but besides that the old cylinder off my homelite worked fine so why is the "new one" acting strange? like I said the old WORKING CYLINDER MATCHES THE PART NUMBER OF THE "NEW ONE"

It has definitely been honed. Hard to tell for sure but it doesn’t look like the plating is removed though.
Did you say that you are able to easily push a piston with rings into that cylinder and jiggle it around?

Not with rings, just the piston and it will instantly drop to the bottom and rattle, watch the video I posted here.

The rings are what make the seal and build compression. Put a ring in and measure the gap and compare that to the spec that was provided earlier. You could also put a thin layer of oil in the cylinder and on the piston and rings. You should have to compress the rings to get them into the cylinder.If the piston slops around with rings on it then you definitely have a problem. There is also a decompression valve on that cylinder. Is it in the cylinder or is it missing?

I am getting really annoyed now because I bought a second new cylinder and this one is good isn’t honed but there is no hole for compression release. Part numbers still match but I am not sure what to do. There is no hole in or out of the cylinder for the comp release.

Sounds like an XL1AO cylinder
Should work fine. Just won’t have a decomp.

What's the part number of the 2nd cylinder you bought?
SEZ takes an A-69737 cylinder. It would have a compression release port.

Yes but what I am confused on is the fact that it ran very well before with no issues but when I put the piston in the cylinder it plays A LOT. You stated it ran very well, thats why I asked, where did you but the replacement parts from? Lile the other members here were trying to help you solve your issue.

It is not a SEZ it is a Super EZ Automatic and the cylinder is A-67874-A Super EZ, Super EZ Automatic, it's all the same to me. All Super EZ saws were automatics so many of us just call them SEZ since the automatic oiler is implied. The 67874 part number is very old. My 1985 NPPL shows a listing for A-67874-3 but says it was replaced by A-69737. I know A-69737 cylinder has been the replacement for SEZ saws since I started rebuilding them in 1984.
As far as your question about how to fix the lack of decompression, your only option is to buy a cylinder with the compression release port. I'm not sure how you ended up with a cylinder without the compression release port, but you can't add it, so unfortunately if you're determined to have compression release, you'll have to find another cylinder. I'd recommend looking for an A-69737. It appears the old part number had different suffixes that denoted different features, possibly even different bores. Not sure. But I know if you get an A-69737, it'll be the right one.
